SO/Steno (Grade-B/Grade-I) is a Limited Departmental Competitive Exam (LDCE) conducted by UPSC, for additions as Section Officers’ Grade and Stenographers’ Grade B/Grade ‘I’ in several Government of India Services.

Since it is a Departmental Competitive Exam, the candidates appearing for the exam must be an employee and should have served atleast for a period of 3-5 years in continuation.

The services to which recruitment is to be made on the results of the examination are given below:

  • Category I: Section Officers’ Grade of the Central Secretariat Service
  • Category II: Sections Officers’ Grade (Integrated Grade II & III) of the General Cadre of the Indian Foreign
    Service, Branch ‘B’
  • Category III: Section Officers’ Grade of the Railway Board Secretariat Service
  • Category IV: Private Secretary Grade of the Central Secretariat Stenographers’ Service
  • Category V: Grade I of the Stenographers’ Cadre of the Indian Foreign Service, Branch ‘B’
  • Category VI: Grade ‘A & ‘B’ merged of the Armed Forces Headquarters Stenographers’ Service
  • Category VII: Grade ‘B’ of the Railway Board Secretariat Stenographer’s Service
  • Category VIII: Section Officers’ Grade of the Intelligence Bureau
  • Category IX: Private Secretary Grade in Employees’ State Insurance Corporation

Eligibility Criteria

**NOTE: Since it is a SO/Steno (Grade-B/Grade-II) is a Departmental Competitive Exam, the candidates eligible for the exam must fulfil certain service requirements.

The crucial date for determining the eligibility will be 1st July, 2019

Exam Pattern for UPSC SO/Steno LDCE

The Exam will be conducted as per the following pattern:

**Points to Ponder:

  • A qualifying Shorthand test in Hindi or English at 100 w.p.m
  • All the candidates competing for Categories IV, V, VI, VII and IX will be required to take qualifying shorthand test at the time of the written examination.
  • Evaluation of record of service will be done of only those candidates who qualify both in the written examination as well as in the Shorthand Test.
  • Marks obtained in evaluation of record of service will be counted for ranking

**Marking Scheme

  • For each question in objective section, a wrong answer given by the candidate, will result in the deduction of one third (0.33) of the marks assigned to that question.
  • If a candidate gives more than one answer to an objective question, it will be treated as a wrong answer even if one of the given answers happens to be correct and marks will be deducted.
  • In the subjective paper, marks will not be allotted for mere superficial knowledge.
  • Deduction up to 5% of the maximum marks in the written subject will be made for illegible handwriting in the subjective paper.
  • Credit will be given for orderly, effective and exact expression combined with due economy of words in the subjective paper.

Syllabus for UPSC SO/Steno LDCE

**NOTE: Knowledge of the rules, orders, instructions etc. is required, candidates will be expected to be conversant with amendments issued up to the date of notification of this examination

PAPER – I

The paper will cover subjects of interest and importance in the present day.

Questions will be set to test knowledge of the broad salient features of the

  • Five Year Plans/initiatives taken by the Indian Govt.
  • Indian Economy and Major Developmental Schemes.
  • Intelligence awareness of current affairs (National and International).

A broad knowledge of the following aspects will also be expected :NOTE

  • The principles of the Constitution of India
  • Rules of procedure and Conduct of Business in Lok Sabha and Rajya Sabha
  • The organization of the machinery of the Govt. of India, Designation and allocation of subjects between Ministries, Departments and Attached & Subordinate Offices and their relation inter se.
  • RTI Act, 2005.

PAPER – II

This paper is intended to be intensive and detailed test in methods and procedure of work in the Government of India Secretariat and attached offices.

Detailed knowledge of General Financial and Service Rules viz., Conduct Rules, Leave Rules, TA Rules etc. will be tested.

PAPER – III

Candidates are required to prepare notes and drafts on specific problems and précis from a passage.

Application Procedure

The application process for applying in the SO/Steno (Grade-B/ Grade-I) examination is as same as it is for other UPSC exams. Candidates have to apply online through UPSC official site.

The eligible candidates shall be issued an e-admit card weeks before the commencement of the examination.

Candidates are requested to keep ready the attested copies of the following documents for submission to the Commission soon after the declaration of the result of the written part of the part of the examination.

  1. Certificate of Age.
  2. Certificate of Educational Qualification.
  3. Certificate in support of a claim to belong to Scheduled Caste, Scheduled Tribe and Other Backward Classes where applicable.
  4. Certificate in support of claim for age/fee concession, where applicable.
  5. Since it is a Departmental Competitive Exam, the candidate appearing for the exam must be an employee and should have served atleast for a period of 3-5 years in continuation.

Certificate in support of being Person with Benchmark Disability (where applicable).

  1. Hello, dear sir, myself Prasad Choutmal i am from Hingoli maharashtra. now studying in B.A. first year at Aurangabad. and in optional i joined Steno/Shorthand class in English language. and i want to took up my career in Steno feild (ssc/UPSC) exams. is it better for me?
